Summary of Tentative Agreement

August 29 th , 2022  United Steelworkers Local 2251 held Special Membership Meetings on Thursday, August 25 th , 2022 to present the Memorandum of Agreement that was reached with the Company on Tuesday, August 23 rd , 2022. The Negotiating Committee unanimously recommended the agreement. Voting took place on August 25 th after the start of the first meeting and continued until the end of the last meeting. Voting also continued on Monday August 29 th , 2022 from 5:30 am to 10:30 pm. The results of the vote are that the membership voted 93% acceptance of the Memorandum of Agreement. This agreement will provide stability for our members and community for the next five years. The USW Local 2251 Negotiating Committee wishes to thank our members for their continued support. This afternoon, August 23, 2022, Local Union 2251 has reached a Memorandum of Agreement with Algoma Steel. An information meeting for the purpose of presenting the Memorandum to the Members is scheduled for August 25, 2022 at the Quattro Hotel and Conference Centre. There will be three meetings, 9:30 am, 3:30 pm and 7:30 pm. The Memorandum is being unanimously recommended by the Negotiating Committee. All members are urged to attend. Pursuant to Local Union By-Law 33, the membership shall be allowed 48 hours to study the memorandum of settlement before a vote is held to accept or reject the new Collective Agreement. To that end, the membership will vote to accept or reject the Memorandum on Thursday August 25, 2022 if they wish to vote early. Regular voting will be on Monday August 29, 2022 from 5:30 am to 10:30 pm. The vote will be at 550 Queen St. W. (Entrance to parking lot is west of the tracks on Albert St. on the south side of Albert St.) Please see map below.

Please be advised that members of Local Union 2251 will be allowed to vote at the conclusion of the first meeting until the conclusion of the last meeting on August 25, 2022 at the Quattro Hotel. Voting will take place also on Monday, August 29 th at 550 Queen Street East from 5:30 am to 10:30 pm. Tabulation will take place immediately after the close of voting. There have been comments made regarding the amount of time that the Union is taking in holding the vote for the Company’s last best final offer. The fact of the matter is, the Union is not bringing a Memorandum of Agreement to the members. When the Union brings a memorandum to the members, the requirement to give notice is not the same as the notice requirement for Special General Membership meetings. We are not bringing a Memorandum of Agreement to the members. We are bringing an offer from the Company to the negotiating committee which was then circulated by the Company to our members. To be absolutely clear, the union is bringing the offer to the members recommending that the members reject it unanimously as it is not a good offer. This creates the situation that this is a Special General Membership called by the President for the purpose of discussing an offer by the company that is not a memorandum, is not signed by any parties, and is resoundingly recommended to be rejected by the negotiating committee. This offer was not made to the members at all, it was only advertised to the members. The offer was actually made to the negotiating committee. It is common practice to give members two weeks’ notice for a Special General Membership Meeting and that is the reason for the date that the meeting has been scheduled. On August 11, 2022 the Union approached the Company to see if there would be any value in meeting in an attempt to reach agreement on wage increases. The Union was under the impression that if the Union committed to moving off 3.5% wage increases for every year of the Collective Agreement, the Company was willing to discuss movement on wages. It should be noted that the Union moved a number of times from the original proposed wage increases down to 3.5% for every year of a Collective Agreement. Further, the Union’s position always has been that COLA is completely separate from discussions regarding wage increases. At the same time, the Union was bargaining in good faith, the Company was issuing communiques from the CEO giving their description of their “Last, Best and Final Offers”. The Company’s position was that the Union should allow the members to vote. The Union’s position was that they could not bring those “Last, Best and Final Offers” to the members as the Union was not prepared to dignify them as fair offers. At today’s meeting, the discussions stalled over who was to make an original offer to the other party. Again, the Union’s position was that the Union had responded the last day with a reasonable offer which consisted of a significantly shortened list of non-monetary proposals (contract language etc.) and a significantly reduced wage increase down to 3.5% per year. In spite of the fact the Union had committed to moving off 3.5%, the Company wanted the Union to make an offer which would result in the Union negotiating with itself. As a result, discussions were terminated today, and the Union informed the Company that a vote on their last (second), “Last, Best and Final Offer” would be scheduled. The purpose of the vote is to demonstrate the members support for their negotiating committee’s position and the fact that the members found the “Last, Best and Final Offer” unacceptable. We informed the Company clearly that the vote was not to satisfy their request, but to ensure that the members made the decision and for the members to send a clear message to the Company. To that end, the Union scheduled three meetings on Thursday August 25, 2022, 9:30 am, 3:30 pm and 7:30 pm, at the Quattro Hotel and Conference Centre, 229 Great Northern Road. The meeting is to inform the members and to clearly demonstrate that the offers are unacceptable and to provide the members the negotiating committee’s recommendation to reject the Company’s offer and to go on strike. Please monitor your emails, our website www.usw2251.ca and the news media for any new information. The members will be provided 48 hours to consider and discuss the Company’s ““Last, Best and Final Offer” and a vote will be conducted. The vote will be held at 550 Queen St. W. (west of the tracks on the north side of Queen St. Please be advised that the parking lot is accessed from the Albert St. side), August 29, 2022 - 8:30 am – 4:30 pm , August 30, 2022 - 8:30 am – 4:30 pm and August 31, 2022 – 5:30 am – 9:30 pm.. The negotiating committee also informed the Company that in spite of the Union being in a legal strike position, the Union was not withdrawing the services of their members and going on strike until 8 hours after the results of the vote are tabulated. Unless otherwise notified by the Company, all members of Local 2251 should report for work on August 16, 2022, continuing until the result of the vote is known. The Company is also in a legal lockout position as of 12:00 am August 16, 2022. It is possible that we may be locked out.

Contrary to comments on Facebook, no one from Local 2251 is attending the International Convention in Las Vegas. Certainly not the negotiating committee. We are ready, able and willing to continue negotiating. Furthermore, the offer was not made to the members it was made to the negotiating committee. if the Company wanted the members to vote, then the Company should have applied for Section 42 under the Labour Relations Act. They have not. Ask yourself why not!

July 30th, 2022 Over the past four days the members of USW Local Union 2251 have voted to support the Recommendation of the Negotiating Committee to vote strike. The membership voted 91% for a Strike.
